About 50 workers poured 430 cubic yards of concrete Wednesday, Sept. 16, at The Bluffs construction site in downtown Clearwater, lifting the 28-story apartment tower above ground for the first time.

The pour at 100 and 150 S. Osceola Ave. covered part of the future lobby and front entrance, Tampa Bay Business Journal reported. It was the first of six sections planned for the building's first full elevated deck, which will require about 1,650 cubic yards of concrete total.

Gotham exec calls pour a turning point

"This pour represents an important shift for The Bluffs as the work that has been taking place below ground begins to take shape above it," said Matt Picket, Gotham Organization's principal of acquisitions and development.

New York-based Gotham broke ground on the site in April. Crews spent five months on foundations and below-ground work. Main mat foundations are complete, and caisson work is about 95% finished.

Tower expected to top out in mid-2027

General contractor Moss Construction expects to start taking the building vertical later in September. Gotham projects a mid-July 2027 top-out and a summer 2028 completion.

Project brings 400 units, retail to waterfront

The 630,000-square-foot tower will hold 400 apartments, more than 10,000 square feet of retail space and 440 parking spaces overlooking Coachman Park. Gotham and Palm Harbor-based DeNunzio Group secured $160 million in construction financing in February, according to WUSF.

Site sold by city after 2022 voter approval

The project sits on city-owned land. Clearwater voters approved the sale of the former City Hall property for $9.3 million in 2022, and the city selected Gotham and DeNunzio Group through a request-for-proposal process, according to the city's project page.

Mayor points to years of downtown growth

At the April groundbreaking, Mayor Bruce Rector called the tower "just a continuation of the growth along the bluff that we have already had." He added: "We have waited for so many years for our downtown to prosper like St. Petersburg and Tampa. This is what we are seeing now."

Waterfront district sees wave of new projects

The Bluffs is one piece of a broader waterfront transformation. Next door, DeNunzio Group's 10-story Ballad Hotel at 320 Cleveland St. broke ground in December 2025. Both projects sit adjacent to the 24-acre Coachman Park redevelopment and its BayCare Sound amphitheater, which opened in 2023.
