A $25.7 million parking garage is climbing fast above downtown Clearwater, its precast concrete frame taking shape near Coachman Park.

Crews at 155 S. Osceola Ave. are using a crane to lift concrete columns, beams, wall panels, stairs and parking deck sections off tractor-trailers and guide them into place, the city said in a Sept. 24 update. The precast method uses components poured, reinforced and cured at a factory before delivery. That lets the structure rise far faster than traditional on-site concrete work.

The Osceola Parking Garage will add 397 public parking spaces and roughly 12,000 square feet of ground-floor retail in four storefronts when it opens. The garage will also include electric vehicle charging stations. The city's project page lists an estimated completion date of January 2027. Design work began in February 2023, and construction started in November 2025.

Creative Contractors Inc., a Clearwater-based firm, is the general contractor. City Engineer Tara Kivett is overseeing the project.

The garage sits steps from BayCare Sound, the Clearwater Main Library and Coachman Park. It is part of a broader downtown building wave that Clearwater Community Redevelopment Agency (CRA) Executive Director Jesus Niño described in a February 2026 interview with 83 Degrees Media as "a once-in-a-generation transformation in the downtown with all the activity that's happening."

The city acquired the land from Peace Memorial Church. Under the purchase agreement, the church will receive guaranteed parking on specified days tied to its services once the garage opens.

Foundations and drilled shafts are complete. The current phase focuses on delivering and erecting the precast frame. Once that skeleton is in place, crews will move to connections, utilities, interior features and exterior finishes.

The retail space is being marketed to restaurants, specialty shops and service-oriented businesses. The city promoted the storefronts at the International Council of Shopping Centers' Florida Conference and in Shopping Center Business Magazine, according to the city's fiscal year 2025 annual report.

No tenants have been publicly announced.

Drivers and pedestrians near the site should expect large delivery trucks and crane activity. Residents interested in leasing retail space can contact Chris Edwards at 727-444-7926.
